Mann was born in 1978 on his parent's homestead near Snowflake, Ariz. In 1992, he moved with his family to Albuquerque, New Mexico. In 2001, he received a B.F.A. from the University of New Mexico, Albuquerque, and his MF.A. in 2007 from Arizona State University, Tempe, Arizona.
